Today the 17th October 2019, the Rwanda Utilities Regulatory Authority announces the issuance of Request for Proposals with requirements to be met by bidders interested to operate Public Transport Services in the City of Kigali under the 2nd Generation of Public Transport Licenses.
The main features of the 2nd Generation public transport licenses in Kigali are:
a) An Origin/Destination network design including a hierarchy of routes;
b) A zonal-based public transport licensing model founded on the principle of regulated competition for the route as opposed to unregulated competition on the route;
c) A scheduled service model based on a predictable 7-days a week timetable; and
d) Fleet optimisation per public transport zone, to ensure efficient service delivery.
The main Objectives of the 2nd Generation public transport licenses in Kigali are:
a) To establish Public Transport in Kigali as the preferred way of travel for all city dwellers and visitors;
b) To increase ridership on the public transport system;
c) To reduce the carbon footprint of the public transport system;
d) To improve the carrying capacity of the public transport system;
e) To improve the commercial speed of the public transport system;
f) To reduce the passenger waiting time;
g) To reduce the passenger travel time;
h) To increase passenger satisfaction level with the public transport system.
