Drivers Vocational Cards (DVC)
Rwanda Utilities Regulatory Authority (RURA) has decided to issue Vocational cards, “Drivers Vocational Cards,” for public transport drivers in order to keep monitoring their conduct and to improve their career working conditions by making sure that their decent work deficits are addressed; fully recognized and protected under legal and regulatory frameworks.
As one of the stakeholders within the public transport, RURA believes the essential role played by drivers in the fully implementation of the sector policies, programs and various initiatives in place; hence the rational of the project to effectively engage drivers on the efficiency and effectiveness of the sector.
Before issuing the machine readable cards, public transport drivers were taken into various training on different aspects, including professional behavior, customer care and first aid.
The cards were issued to all public bus transport drivers across the country and it has all drivers’ detailed information, including the transport company that they are currently working for, current status of driver behavior in service, driver ID e.t.c...

III. PROJECT DETAILS
As the public transport continue to experience a rapid growth and attract many investors, it’s necessary to put in place clear strategies that can sustain and make the sector more efficient and reliable.RURA values the role played by drivers in the fully implementation of public transport programs and initiatives in place, hence the necessity to transform the sector image by improving service delivery and drivers’ working conditions. Drivers Vocational Cards will help the regulator to monitor and evaluate the professional conduct of drivers; build drivers trust and confidence within the professional. The system will facilitate in the implementation of all established programs as planned and convened among policy makers, regulators and investors.
Drivers Vocational Cards will help the regulator to enforce the Code of Conduct governing Public Transport drivers in Rwanda in order to make sure that there are observed as established. The technology encompasses all drivers contact details and it’s accompanied by the merit point that will qualify driver’s behavior. It works with the appropriate device that has the capability to avail all drivers’ contacts details together with her/his merit points.
The system can facilitate the regulator to provide penalties and advice to the drivers, by basing on the information displayed during the inspection activities. When a driver/conductor is found into unprofessional malpractices; she/he is automatically being penalized by deducting points/marks and it is recorded by the system immediately.
The exercise of result deduction keeps on and when they fall below forty (40%) automatically the system suspends a driver for a certain period and this is intended to give him/her much time to correct his/her unprofessional behaviors after which the Regulator can make an assessment and allow the suspended drivers to resume his/her work. However; if they continue manifesting similar mistakes, they will be definitely suspended and no longer be allowed to drive public transport vehicles.
Drivers vocational cards management system will effectively enhance the quality of service delivery in public transport, improve relationship and trust between drivers and their employers, transform public transport into a respectful and reliable professional career and facilitate in the implementation of Public transport policy and strategies. Drivers vocational cards will be considered as an initiative that plays a great role not only for the development public transport sector, but also in contributing in the socio-economic growth of the country.
